The first question is not which is better. It is whether the existing window is sound, and what exactly you are trying to fix.
Film suits rooms that overheat in direct sun, glare on screens and work surfaces, ultraviolet exposure and fade risk, daytime privacy or a change in appearance, and appropriately specified safety or security systems where retaining the existing glazing is the goal.
It also suits situations where replacement is not permitted or practical, such as leased premises, historic districts or condominium rules governing exterior appearance.
A failed insulated-glass seal shown by fogging or moisture between panes; cracked or compromised glass; rotten or failing frames and sashes; significant air infiltration or water intrusion; windows that no longer operate or lock.
Also any code requirement or assembly-performance target that only a new rated assembly can satisfy.
Film does not repair a defective window. It cannot restore a failed seal or clear condensation inside an insulated unit, cannot create a new insulated glass unit out of single-pane glass, and cannot fix frames, air leakage or operation.
What it changes is what happens at the glass surface — solar heat, visible light, ultraviolet, appearance, and in the case of safety and security systems, how the glazing behaves under impact.

It is not a substitute when the unit itself has failed — a broken seal, cracked glass, rotten frame, air or water intrusion, or an operating failure.
No. Fogging between panes means the insulated unit's seal has failed, and film is applied to the surface, not inside the sealed cavity. That unit needs glass or window service. Filming over it does not improve the condition or the appearance.
No. Film cannot create an insulated glass unit. Some films are designed to improve the thermal behaviour of existing glass, and their published performance is available on the relevant data sheet, but that is a different thing from converting single glazing into a sealed double-pane assembly.
